The
specific objective of this program is to provide a truly instructional
level of play for the younger, less experienced participants. |

The age
and weight shall be 7, 8 & 9 year olds weighing a minimum of 45
pounds and no more than 90 pounds. No
scout team shall have more than four 9 year olds. |

The minimum
number to certify is 15 and the maximum number shall be 35. |

No organization shall have more than one scout team. |
|
5. |
The first
day of practice shall be the same as all of the other levels of play.
All Jr. Pee Wee's and potential scout players will begin the first day
of practice together. However, once the five day conditioning period
ends and equipment is used the 7 year olds must be separated from the
JPW players and into their scout squads |

The equipment requirements for
the scout team shall be the same as any other team, with these exceptions.: |

Officials
will be required at each scout site. The clock shall be stopped for
all on-field injuries that require the medic's attention. |

The no blitzing rule is in effect at all times. |

At the Scout level, the clock
shall be stopped for all on-field injuries that require the medic’s
attention. If there is a stoppage of play, due to injuries that sessions
maybe removed so as not to delay the start of the Jr. Pee Wee game |

Games are conducted in Jamboree format. The DVYFC official will provide each team with play "grids". Each grid will be for 8 minutes. Grid times may be reduced so as not to delay the start of the JPW game. Play will end no later than 15 minutes prior to the JPW starting time. |

To start
a grid the football will be placed on the offensive side of the 40-yard
line (60 yard field). The offense will run plays until they either score
or lose possession of the ball. Ball will then return to the 40-yard
line. |

There
will be a mercy rule in effect for each grid. Should a team score 4
touchdowns in any given grid, players should be moved from there starting
positions to another position for the remainder of that grid. |

Each
player will be required to get a minimum of 12 plays per game. Each
scout team will provide a minimum play monitor for each side of the
field, just like the other four levels. |

15. |
Coaches
will be allowed on the field to place the participants into position
and to instruct them. No more that 4 extra players may be allowed on
the field during a scrimmage and must be kept out of the range of play.

Offensive
and defensive plays only. No kick-off, kick-off return or extra points
will be kicked. |

Hosting
organizations shall provide a snack bar, locker room and are allowed
a gate as with the other four levels of play. It is the goal of the
governing board that scout games be played before the Junior Pee Wee
game on the main field. However, there may be the need for a scout game
to be relocated to a back or side field with the scrimmage played concurrent
with the JPW game. If this does happen, the scout commissioner must
be notified, such situations are not desirable and should be the exception
rather than the norm. |

Because this program is in
the development stages and is new to the conference, no major changes
will occur to the basic format for at least 5 years from its approval,
to give this program a chance to succeed. It can though be dissolved
by the conference board of directors, if it is deemed necessary, to
preserve the good order of the Diablo Valley Youth Football Conference,
Rules may need to be changed or modified by the Diablo Valley Youth
Football Conference on a temporary basis, if it is deemed necessary,
to preserve the good order of the Diablo Valley Youth Football Conference. |
